The National Flood Insurance Reform Act of 1994 revised the Flood Disaster Protection Act of 1968 and it applies to loans secured by improved real estate. Due to this change, one of the requirements by a lender is a flood certification to determine whether or not the property lies within a Special Flood Hazard Area as defined by the revised Act.
